The Drafting of National Action of Plan (NPOA) for Small-Scale Fisheries (SSF) was officially held at Puri Khatulistiwa Hotel, Jatinangor, involving 16 participants (8 men and 8 women) from various relevant units. Participants came from the Public Relations and Cooperation Working Team of DJPT, BRIN, Legal Bureau, PSDI Directorate, and the GEF-6 CFI Indonesia PMU.
The meeting was officially opened by the Secretary of the Directorate General of Capture Fisheries, Ministry of Marine Affairs and Fisheries, represented by Hasan El Fakhri, Head of the Public Relations and Cooperation Working Team. Also in attendance were Dodiet Rachmadi Slamet, Technical Coordinator of GEF-6 CFI Indonesia, representing the PSDI Director as the NPC, and Adipati Rahmat Gumelar, Project Manager of CFI Indonesia.
In his remarks, Hasan El Fakhri emphasized that the NPOA is an essential instrument for directing small-scale fisheries management strategies in Indonesia. “This document is expected not only to serve as a technical guideline but also as a policy instrument that provides real protection and support for small-scale fishers, enabling them to be more competitive and prosperous,” he said.

Echoing this, Adipati Rahmat Gumelar stressed the importance of cross-sector collaboration to make the NPOA more operational and impactful. “Strategically positioned SSF, through cooperation with partners and stakeholders, can ensure sustainable fisheries resource management while also improving small-scale fishers’ welfare. This framework also includes value chain development, enabling fishers not only to survive but to advance,” he explained.
Meanwhile, Dodiet Rachmadi Slamet, representing the PSDI Director, expressed his appreciation for the achievements of a long drafting process. “Since its initial drafting in 2015 in Bali, through various reviews in 2018, 2022, and 2023 in Bogor, and public consultations in Makassar, the document has finally reached the finalization stage in Jatinangor in 2025. We hope this NPOA will be a real testament to the government’s commitment to small-scale fisheries management. The matrix is already final; it only needs refinement by experts before its official launch,” he said.
The drafting of the SSF NPOA has also gained international attention. The document was previously presented by the Minister of Marine Affairs and Fisheries at global forums and will again be highlighted in an upcoming international meeting in Iceland. This demonstrates that Indonesia is among the leading countries ready to launch concrete action plans in support of small-scale fishers.

As part of strengthening governance, the SSF NPOA is equipped with a comprehensive monitoring and evaluation (M&E) mechanism. This M&E is designed to identify achievements and challenges in implementation, analyze and optimize resource and funding allocation, and ensure the document’s relevance to evolving social, economic, and ecological contexts.
Thus, the document is not merely a guideline but a living document—adaptive and sustainable.
In addition, the meeting confirmed the priority outputs of the SSF NPOA a finalized action plan book with clear timelines, measurable targets, specific implementation roles, and a Ministerial Decree as its legal basis.
This step strengthens implementation to be more structured, inclusive, and effective.
Going forward, the SSF NPOA process will continue with technical discussions across MMAF units, refinement of the final document, and its official launch at the Final Workshop in September 2025. This process is part of Indonesia’s effort to demonstrate global leadership in small-scale fisheries management, while ensuring that coastal fishers benefit directly from the resulting policies.
With the issuance of the SSF NPOA, Indonesia reaffirms its commitment to strengthening inclusive, sustainable small-scale fisheries management that contributes to national blue economy development.
